New 1-mill increase only. The renewal continues services at the rate residents already pay — not an additional cost.
A mill is a unit of property tax. Here is how the math works for Ashland County:
This levy has two parts:
Continues existing services. Ashland County homeowners already pay this rate. It is not an additional cost.
The only additional ask. Costs $35 a year per $100,000 of home market value.
The Board of DD levy is outside millage — a voter-approved levy separate from the county’s inside millage. When property values rise, the Board does not automatically receive more money. Every increase requires a separate vote of Ashland County residents. The current levy ballot is requesting the first millage increase in approximately 20 years.

While the levy rate has stayed flat, the cost of providing services has not. Over two decades, service costs have risen, more Ashland County residents have needed support, and the range of services has grown. The Board has managed within the same levy for two decades.
This is the first increase the Board has requested in 20 years.

The proposed levy is a 3.10-mill property tax levy for the Ashland County Board of Developmental Disabilities. It has two parts: a renewal of the existing levy (which continues what residents already pay), and a new 1-mill increase. The levy provides local funding for the Board’s full range of services and programs.
The renewal continues services at the current rate. Residents already pay this — it is not a new cost. The 1-mill increase is the only new money being requested. That increase costs $35 a year per $100,000 of your home’s market value — about 10 cents a day.
No. The renewal continues existing funding for existing services. The 1-mill increase is the additional ask.
The levy is proposed as a single 3.10-mill measure combining the renewal and the 1-mill increase. For specific questions about how the ballot item is structured, contact the Ashland County Board of Elections.
A mill is a unit of property tax. One mill equals $1 for every $1,000 of your home’s assessed value. Ohio assesses homes at 35% of market value.
So: a $100,000 home has an assessed value of $35,000. At 1 mill, that home pays $35 a year — less than $3 a month, or about 10 cents a day.
