Understanding Outside Millage
The Ashland County Board of Developmental Disabilities levy is outside millage — a separate, voter-approved property tax levy. It is not the same as the county's inside millage.
Ohio's inside millage is a fixed amount built into state law that applies automatically. Outside millage, by contrast, must be proposed by a public board, placed on the ballot, and approved by local voters. Property values rising elsewhere do not automatically increase what the Board of DD receives — every dollar and every increase requires a separate vote of Ashland County residents.
This levy is the Board's first request for an increase in approximately 20 years.

For two decades, the Ashland County Board of DD has managed its work within the same levy rate — while costs have risen, more people have needed services, and the complexity of those services has grown. This is the first increase the Board has requested in that time.
The new 1-mill increase — the only additional cost in this levy — works out to 10 cents a day per $100,000 of home value.
This levy provides the local funding that supports the Board's services and programs — from Early Intervention through Dale-Roy School, Transition, and adult services — for the residents of Ashland County.

The name Dale-Roy was chosen with intention. For over 50 years, this school has served Ashland County children and families — and the people who gave it that name understood something about what it means to care for a neighbor.
